Italian motorway toll stations

How is it at all possible to create something as ineffective as the Italian motorway toll system. The quality of the roads is great, but when it’s time to pay.... You lose all the time saved on the road while waiting in unorganized queues with drivers criss-crossing between lanes to improve their position... all for a fee of €2.30 (Milano circuit). How inefficient isn’t that for the economy? The Swiss or Austrian systems are way better.
